Our products include manned and unmanned flight simulators that train today's pilots on the most advanced technologies in the world. We also design and manufacture trainers for Army ground vehicles, Navy shipboard systems, and military maintenance and weapons training systems.

Avionics Systems & Aircraft Modifications

J.F. Taylor designs, fabricates, and integrates military technologies that include communication, navigation, computational, and other warfighter critical systems for integration into fixed and rotary aircraft. In support of flight testing, we design, build, and install custom test and instrumentation equipment to record critical performance data. We also fabricate and install aircraft flight-worthy cables and kits, as well as performing other aircraft modifications.

Unmanned & Maritime Systems

J.F. Taylor designs, prototypes, tests, and fields complex Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance, and Reconnaissance systems within the US Navy.

Ground-Based Systems

J.F. Taylor designs, fabricates, and integrates military technologies that include communication, navigation, and other warfighter critical systems for installation into ground-based control systems, test facilities, and laboratories

John F. Taylor, Sr.

Founder & Chairman of the Board

John F. Taylor, Sr. is the company's founder and continues to serve as Chairman of the Board. Mr. Taylor earned his Bachelor of Science in Physics from Providence College in 1961. He also holds a Degree of Electrical Engineering and Master of Science in Electrical Engineering from the U.S. Naval Post Graduate School, as well as a Master of Science in Administration of Science and Technology from George Washington University. Mr. Taylor served in the U.S. Navy for 20 years, retiring as a Commander in 1981. Mr. Taylor founded J.F. Taylor, Inc. in 1983.

Wayne Taylor

President & Chief Executive Officer

Wayne Taylor was named President of J.F. Taylor in 2011. Prior to becoming President, Wayne served as Vice President of Business Operations for 20 years. Wayne earned his Bachelor of Science in Business Administration from Towson University in 1986. He started at J.F. Taylor, Inc. part-time in 1983, while still in college, and has been involved with J.F. Taylor since the company’s founding. For over 30 years at J.F. Taylor, Wayne has managed all aspects of business operations, including human resources, accounting, contracts, proposals, procurement, and facilities.

John Taylor, Jr.

Vice President, Engineering Services

John Taylor, Jr. has been in a leadership role in engineering and program management since the company's founding in 1983. He earned his Bachelor of Science in Electrical Engineering from Virginia Tech and graduated Magna Cum Laude. John was the catalyst to developing our hardware engineering expertise, where he designed and developed real-time data recorders for flight testing. For the past 20 plus years, John has been in his role as Vice President, responsible for all Acquisition and Test and Evaluation Services efforts.

Chris Wasniak

Chief Operating Officer

As Chief Operating Officer, Chris Wasniak is responsible for developing and implementing the strategic vision for J.F. Taylor, while also ensuring tactical goals and objectives are achieved throughout the organization. Chris is also responsible for creating and executing business development strategies and implementing corporate-wide initiatives to expand business in target growth areas for all products and services. Chris holds a Bachelor of Science in Computer Science from Ohio University and an MBA from University of Maryland University College. He has over 25 years of experience in the defense industry, working for large and small business contractors.

Lloyd Montgomery

Vice President, Simulation Services

As Vice President of Simulation Services, Lloyd Montgomery brings over 30 years of operations and management experience supporting Simulation Projects for testing and training of military systems. Lloyd holds a Bachelor of Science degree in Math from Denison University, as well as a Master of Science degree in Computer Information Systems from the Florida Institute of Technology. Lloyd began working for J.F. Taylor in 1993, has served as the Lab Operations Manager at Manned Flight Simulator facility, and currently serves as Program Manager for all Simulation Services contracts.

Matt Campbell

Vice President, Quality

As Vice President of Quality and Program Manager of Avionics Mission Systems, Matt Campbell is responsible for overseeing the management and delivery of aircraft systems. Before joining J.F. Taylor in 1995, Matt earned his Bachelor of Science in Electrical Engineering from the Rochester Institute of Technology and his Master of Science in Electrical Engineering from Virginia Tech. At J.F. Taylor, Matt has supported various programs in flight testing and hardware design. As his experience grew, he became a key Systems Engineer on a number of mission systems upgrade programs in support of NAVAIR. Matt has been involved in program management and other leadership roles with the company for the past 20 years.

Stephen Nelson

Vice President, Air Force Simulation & Test

As Vice President of Air Force Simulation and Test, Stephen Nelson brings over 15 years of experience in the aerospace and defense industry. He holds a Bachelor of Science in Game and Simulation Programming from DeVry University. Stephen has led the development and support of multiple Air Force distributed trainers, enhancing the operational readiness and effectiveness of our warfighters. Additionally, he has extensive experience supporting the Air Force Research Laboratory (AFRL) and the Air Force Life Cycle Management Center (AFLCMC). His leadership continues to drive software innovation in our simulation and testing programs.

Kyle Zick

Vice President, Tactical Readiness Solutions

As vice president of tactical readiness solutions at J.F. Taylor, brings over 15 years of experience in aerospace manufacturing, flight simulation, and training systems. With a background as a mechanical engineer, Kyle's in-depth knowledge and demonstrated history of working in the aviation, aerospace, and simulation industries allow him to understand how he and his team can meet and exceed customers’ needs

Chris Worrell

Director of Business Development

As Director of Business Development, Chris Worrell is responsible for strategic planning and pursuing new opportunities within J.F. Taylor’s defense-related businesses. With a career in Business Development spanning over 20 years working with both large and small businesses, Chris brings his valuable understanding of the defense market to guide our business development team. Over the course of his career, Chris has established a proven record for building relationships and exceeding sales and profitability goals, while working within high-performing teams to support organizational success.

Tina Shade

Vice President, Business Operations

Tina Shade is responsible for human resources, recruiting, security, IT, facilities, and administration. She also provides company-wide executive duties supporting the Office of the President. Tina has been with J.F. Taylor since 1999. Initially, she served as Recruitment Manager. Over the years, her responsibilities have grown to include leadership roles in most Business Office operations. Tina has been a crucial factor in developing the processes in our evolution from 100 employees and one facility to over 500 employees and 10 facilities.

Tammy Sparks

Chief Financial Officer

Tammy Sparks serves as the company's Chief Financial Officer. Tammy brings over 25 years of combined financial and contractual analysis experience supporting Department of Defense contracts. Tammy earned her Bachelor of Science with Honors in Business Administration from the University of Maryland University College. Prior to joining J.F. Taylor in 2011, she worked for other large and small firms in the defense industry.

Jenna Boothe

Director, Business Operations

Jenna was recently promoted to Director of Business Operations where she is responsible for human resources, recruiting, security, IT, facilities, and administration. She also provides company-wide executive duties supporting the Office of the President. Jenna earned a Bachelor of Science in Economics from Clemson University. She joined J.F. Taylor in 2016 as a Program Analyst in our Defense Solutions and Products (DSP) group. She was promoted to Production Manager in 2018, where she dramatically improved productivity within the DSP by streamlining processes without compromising our commitment to quality. Jenna’s experience and proven leadership will be very valuable as we look to modernize our Business Office infrastructure over the next few years.

Rob Bailey

Director, Engineering & Production

Rob Bailey was named Director of Engineering and Production in 2022. In this role, Rob manages the design, fabrication and integration of all projects executed in the Defense Solutions and Products group. He also performs Systems Engineering duties on critical projects. Rob earned a Bachelor of Science in Electrical Engineering from the University of Maryland in 2010. He joined J.F. Taylor in 2010 as an electrical engineer supporting our Simulation Services group. His 15 years of hands-on engineering experience in design and fabrication make him well suited to lead and mentor our growing engineering and production operations.

Greg Nelson

Director, Project Management

Greg was named Director of Project Management in 2022. In this role, Greg manages and supports all Project Managers in our Defense Solutions and Products group. Greg also continues to perform Project Management duties on a number of Simulation and Trainer projects and Business Development initiatives. Greg earned a Bachelor of Science in Electrical Engineering from West Virginia University in 2012. He joined J.F. Taylor in 2017 as an Electrical Engineer and Systems Engineer. In his over ten years of experience, he has gained valuable hands-on experience on various projects ranging from the design of power distribution networks, drives and controls applications, avionic to ship/shore data links, prototyping, and other complex military systems.

Tennille Biscoe

Director, Contracts & Procurement

Tennille Biscoe holds a Bachelor of Science in Business Administration from the University of Maryland University College. She had a decade of experience in the banking industry before joining J.F. Taylor in 2007. Tennille began as a Payroll Administrator, where she processed timesheets and payroll. She also served as Contracts and Procurement Manager, with much of her tenure focused on contracts administration, gaining extensive experience and knowledge of the job requirements. In 2019, Tennille was promoted to Director of Contracts and Procurement. In this role, she is responsible for managing all aspects of contract administration, including subcontracting, cost tracking, invoicing, and cost proposals. Additionally, she continues to oversee our Company's purchasing system.

Marla McLane

Director, Human Resources

Marla McLane has had a distinguished career with J.F. Taylor, spanning over two decades. She began as a Purchasing Agent in 1996 and then transitioned to Payroll Administrator. Marla served as the HR/Payroll Manager for 15 years before being promoted to Director of HR, a role she continues to excel in. She holds a Bachelor's degree in Human Resource Management from the University of Maryland University College and has been a certified Professional in Human Resources since 2010. Marla's dedication and expertise have made her a key leader in the company.
